Reading the patch and HBASE-10923, the release notes are now outdated in the
latter issue. There is now support for "none" as a value to host no regions on
the master, as opposed to the original clunky " " (a space char) approach.
Should the current code and approach be added to the release notes here?
Also, should the "hbase.balancer.tablesOnMaster" not be documented in
hbase-default.xml? And secondly, should it not follow standard and write
"tablesonmaster" all lower case, like "cacheonwrite" in another key?
