No problem in making the changes against 0.98 as per the desired intent of this 
JIRA. As the features dependent on 0.98 like the cell ACLs, visibility tags we 
do not know about real users using them the thought of having them as 
experimental on branch-1 happened.
[~anoop.hbase] - Am I right for your reasoning on having Unstable in branch-1 
also?  Hence the reason why I too prepared a patch against branch-1. 
Anyway as part of this JIRA would update the patch against 0.98 and move the 
discussion on branch-1 to a new JIRA.
