[~apurtell], agreed. A 2PC between regions might be better. With
SplitTransaction we're almost there (but the rest will be tricky, I'm afraid).
We would need to be able to get all the way to the PONR, and be able to
guarantee that we will be able to finish to the PONR when asked to commit.
