in trunk, HeapMemorySizeUtil will allow for a block cache to be sized at 0. I
was thinking we do what lars said which is have something like
hbase.min.memstore.blockcache.threshold.percentage and have it default to 0.0
and make sure that we check both the blockcache and memstore are larger that
this configuration option. What do you guys think?
