Will 5 threads max for the meta lookup pool be sufficient? Why 5?

Do we need the core size to be 5? Why not 1?

Is this only a problem in branch-1 or later do you think? Seems something 
relevant to 0.98 also. If so, please consider putting the additional test 
somewhere other than TestMetaWithReplicas for an easier backport.
