Updated patch.
Adds logging in MasterCoprocessorHost and RegionServerCoprocessorHost at INFO
level if coprocessor loading is enabled or not.
Updates unit test with some comments and some coverage for the other
coprocessor host types besides RegionCoprocessorHost.
