In the HDFS-6133, it is guaranteed by setting the
dfs.datanode.block-pinning.enabled as true and adding favored nodes.
HFiles currently have the favored nodes, does it mean "Pin regions blocks to
avoid HDFS balancing" could be implemented by only setting the
dfs.datanode.block-pinning.enabled as true?
