reverting for 1.1 is not a good idea, that just prolongs zk states and we will
face with upgrade
issues later.

We'll face the upgrade issue on a major release not on a release that we
promised is rolling. Putting state into both just means that we'll have the
worst of both worlds. We've done these transitions before but only when the
user is getting lots. For the end user(on branch-1) this is almost never going
to be worth the added complexity or read/writes to meta.
On top of that I actually think that the table state should be kept in a
different table. We're already worrying about meta being a bottleneck. Adding
more rpc's to that table seems wrong. Branch-1 should not be a place that
patches that could see major changes are committed.
