[~mbertozzi] After adding the existence check for table and namespace,
{{TestQuotaAdmin#testQuotaRetrieverFilter}} starts failing. I see that we were
not creating tables and namespaces here.
This looks like it was done intentionally. Can I know the reason ? So that if
it was done purposefully I can invalid this jira.
