[~mantonov] You reviewed checkstyle, and you can't see anything obviously
caused by this patch? If so, ok. Skimmed. You were going to call HCI CI? It
is missing private annotation? We are returning HTableInterface rather than
Table. Is fixing this for another patch? (this issue is just about the moving
HCI out of HCM? If so, that is fine. Patch LGTM.
