The NextState change from HBASE-11544 required a change in the RegionScanner
interface so that this richer type could be returned. [~enis] recently pointed
out in HBASE-11544 that this change to the RegionScanner interface would cause
issues with coprocessors. [~stack] pointed out that this change is okay in 1.1+
due to the semver, but backporting beyond 1.1 may break this.
If backporting the NextState return type change is not possible, backporting
the NextState data structure may be sufficient, and we could construct a
corresponding NextState within RSRpcServices#scan.
