Thoughts/opinions on whether inquiry into the balancer's state should extend
beyond a simple on/off? I'm trying to think of whether a new RPC should be a
simple "IsBalancerEnabled" or a more flexible "BalancerState" would be better
in the long run.
It's hard to judge what common information across a general interface
({{LoadBalancer}}) might want to return. Not sure if it's worth to make a more
general response msg.
