This seems to be a regression from HBASE-12783 discovered in testing Phoenix
with 1.1.0-SNAPSHOT.
Phoenix uses an HTable (with managed connection) to pass to doBulkLoad() which
throws NeedUnmanagedConnectionException (see IndexToolIT.java and
IndexTool.java in Phoenix).
