{{getScannerCaching}} and {{setScannerCaching}} have been deprecated since 2011
(HBASE-4439). I think it's time to either remove them or undeprecate.
I was not able to find any other issues in JIRA or discussions on mailing lists
regarding deprecation removal policies but I think 3+ years is probably enough
warning.
