That's about right but the guarantees are even weaker. We are guaranteeing only 
wire compatibility between minor releases (of course we should avoid binary 
compat breaks wherever possible, but that has been our messaging), and 
everything based on HFileV3 is explicitly experimental, hence "evolving".
