Get the hadoop patch-submission build working for hbase

We need the facility over in hadoop where on 'patch submission', jenkins tries
the patch against current state of trunk. We need this facility because its a
productivity killer expecting each dev vet the patch -- let jenkins do it for
us. I'm trying to get Giri, the hadoop build fellow, to help us set this up.
