bq. I realized that in the case of MERGE_REVERTED, the assignment manager is
not updating the quota
[~avandana], on further investigating the code. The current code looks fine.
We are decreasing the region count in namespace quota only on successful merge.
So we need not handle MERGE_REVERTED until and unless user explicitly call this
which does not seems to me reasonable.
