I would be in favor of shoving the info into a new Cell type rather than
changing the read path adding flags; the former makes for better encapsulation
and hopefully makes the read path traversal more direct.
Thanks for making this a subtask of HBASE-13291. Suggest linking the issue
that will tag hfiles when no tags present.
