even if we can break binary compatibility on minor I think we should not do
that for this patch, at least for 1.1
maybe later when all the admin stuff is using proc-v2 we can backport this to a
1.3 or 1.4 or what ever 1.x is out. at least we will break binary compatibility
just once for the full set of admin methods.
