Fix Version/s: 0.98.13
branch-1.0 patch picks cleanly back to 0.98. Updated unit test passes. All
split transaction unit tests pass. Modifies RegionSplit, which is annotated
LP(Config), so this is fine. Just to be careful I also checked this change
against the Phoenix '4.3' and '4.x-HBase-0.98' builds.
