So I pick back HBASE-12867. It touches nothing to do with visibility labels.
Yet, the visibility label shell test units start failing. Labels aren't defined
when they should be. Labels aren't assigned when they should be. I went so far
as to port back HBASE-12833 and HBASE-13084 so the shell tests are nearly
identical to branch-1. Still, adding the replication shell units break the
visibility shell units somehow, but only when run together. If I run the
replication or visibility shell test units by themselves, they pass, no
problem. Not sure why at this point. Nothing jumps out from a diff of the
changes from HBASE-12867. If my ruby-foo was stronger or I was more familiar
with how the ruby side of the shell tests work, I might see something. Setting
this aside for 0.98.14 (maybe)
