So I don't know why yet, but it seems that in 0.98 when the new replication
shell tests try to add a bogus peer, the server's ZooKeeper gets hung up and
watches don't fire, but this doesn't happen on branch-1 or later. I diffed
client and server code in the replication and zookeeper packages and nothing
leaps out.
