Attaching a patch which implements the scheme described in HBASE-11536. We send 
the masters wall clock with the open region RPC, and we use the 
max(masterSystemTime, localTime) from RS when updating the meta location. 

It adds new methods to RegionServerServices, but I think it should be fine for 
patch releases for 1.0+.
