Looks good to me. It still think this is a best-effort solution -- bad timings
could still prevent this test from succeeding.
Long term, it might be better to explicitly test the mutual exclusion of the
lock that HBaseFsck uses instead of trying to test it at the hbck entry point.
The test doesn't actually assert anything about what hbck actually does, just
that it returns 0. My $0.02.
