presuming HBASE-13525 goes through we'll get this for free for precommit.

The main driver for Hadoop moving to Docker is control over the build 
environment rather than host utilization. Being able to set up what tools are 
available (findbugs ,shellcheck, etc) and what libraries are ready (e.g. for 
native builds) is the big win.
