when I trying to create a test table with this HColumnDescriptor, there is no
exception thrown.
And, describe that table it shows "VERSIONS => '234',... MIN_VERSIONS =>
'123'".
If you setMinVersions first, you will got an IllegalArgumentException
exception, because
setMaxVersions checked the value before it set.
