In CopyTable we are expecting user the pass arguments "\[\-\-starttime=X\] 
\[\-\-endtime=Y\]" in this fashion and in ImportTsv as -D arguments. So what I 
think we can expect user to pass the arguments in the same fashion as CopyTable 
for all the tools and then internally parse this arguments using Apache's 
CommandLineParser. 
This is what you are expecting here ?
