bq. Regarding changing the scope to package private, I doubt it cannot be done
because the BlockIndexReader is used in CompoundBloomFilter used in util
package.
Sounds like CompoundBloomFilters should be moved then. It doesn't seem like a
'util' type thing.. more io.
