Summary: Add guidelines for beginner label to the ref guide

Right now we talk about the beginner label only in the intro for hte "Getting
involved" section. We should also add a mention of using it to the section that
explains how to file an issue for new comers and to the section on what
committers should do.
Just something that points out that "beginner" is the correct label, since we
share labels across all of jira and it can be confusing.
