Updated the jenkins post-commit build to use the configuration matrix plugin
with both latest java-7 and latest java-8.

branch-1 post-commit only checks javac and junit tests, so it currently passes,
even though we have javadoc problems.
Non-matrix build is disabled here:

Notification to the builds thread sent, will close once it hits mail-archives.
