[~busbey] yes, javadocs are generated for the Java files generated from
protobuf. As per the README.txt, the generated Java files are expected to be
checked in (as the proto files change infrequently). On a separate JIRA issue,
I would like to add Javadocs directly into the proto files to correct. Thanks
