For the patch, I realized that we should also handle
RegionServerStoppedException as well since while the region server is stopping,
there is no guarantee that the region close have happened. So, if a region move
comes in, there is still a window that the region may be opened on the other
host before the region close is finished.
I'll update the patch for handling the stopping case as well. I could not
reproduce the UT failures, but they seem related. Let me spend some more time.
