Patch for 0.98. In order to have a test case for this had to update the
TestSeekTo to use KVComparator as in branch-1 and above. The change in KVUtil
solves the case when the seekBefore updates the nextIndexKey to an empty value
thus leading to wrong or incorrect comparisons.
