I assume table.getNamespaceAsString() never returns null, so we don't need to
check before this call? I'd add debug logging if table was rejected for this
reason. +1 for the patch with logging.
bq. I think this is outside the scope of this JIRA since big change in Quota
manager is involved.
I agree. Just wanted to gather feedback on this idea as possible further step.
