Hi [~stack] as to the DEFAULT versus STOCHASTIC, you're in favor of collapsing 
the metrics provider to be stochastic-centric opposed to pluggable? If so, I'm 
a bit concerned as HBASE-6721 proposes a new balancer who's functionality we 
appreciate and which would likely need some visibility too.
