Here is a patch (extracted from parent jira) which does some of the cleanup. 

Mainly, introduces {{RegionServices}}, {{WALServices}}. {{WALContainer}} is  
abstracted away for all services related to hosting a logical WAL. The patch 
includes some small fixes as well (being able to delete wal files without 
archiving).
