Good discussion. The fact that semver is adopted in 1.0+ and that upgrading
minor versions is less painful in theory for branch-1 justifies a bug-only
policy for patch releases. I think it is not just RMs, but we as a collective
group should shoot for very stable patch releases in the 1.x series. That means
every 1.x.y release should be more stable than 1.x.(y-1) release. We can only
achieve that by actively rejecting improvement and new features in patch
releases. Ideally, I would like the committers to apply judgement on (1)
committing important bug fixes to all applicable branches, and (2) not
committing new features and improvements. Of course, there can be and indeed
has been exceptions, but the less the better.
