I sent a request for a volunteer to dev@hbase. [~eclark] if we don't have
anyone who can do a clean room implementation are you fine with falling back on
the current approach? Perhaps in a package that makes it clearer that it's not
our original work like {{org.apache.hadoop.hbase.shaded.org.owasp.filters}}?
