In {{HRegion.shouldFlush}} we have

That method is called by the {{PeriodicMemstoreFlusher}} thread, and prefers
the {{hbase:meta}} only for faster flushing. It should be doing the same for
other system tables. I suggest to use {{HRI.isSystemTable()}}.
