The failures are unrelated. I made HBASE-14304 for case where test fails to
start because of a bind exception and the other failures are mapreduce xml
parse.
Any chance of a +1?
Sets threads per server run in a test down from defaults of 30, etc., to be 3.
Also removes places where we were bumping up priority queues to 40 per
regionserver; now priority threads are 5.
