Description:
This is part of Procedure V2 (HBASE-12439) work that built on top of Phase 1
(HBASE-14336).
- Clean up unused DDL handlers code after updating the implementation to
Proc-V2-based.
- In master branch, Implement sync version of the async-only DDLs using Proc-V2
(incompatible with 1.x release).

This is part of Procedure V2 (HBASE-12439) work that built on top of Phase 1
(HBASE-14336). The change is ONLY in master branch, as it is incompatible with
1.x release.
- Clean up unused DDL handlers code after updating the implementation to
Proc-V2-based.
