I think the fact that it says 10 regions updated seems fine.  When you say 
offlined, what do you mean?  They are offline parents of splits?  If so, they 
should probably not be counted but no harm done I'd say.  You thinking that we 
should not be altering split, offlined regions?  That sounds good but in 
another issue?
