[~ndimiduk] the change looks easy to reason about, and it'll be great if it can
be tested and validated. Maybe, have a compaction policy that basically just
sleeps, and do a bulkload while the compaction is "happening". To reduce the
end-to-end time for the test, (maybe) tweak the various knobs to ensure the
bulkload gives up sooner if it couldn't get the lock. With the patch, the
bulkload should never fail...
