Description: Noticed this in the [build
output|https://builds.apache.org/job/HBase-1.2/jdk=latest1.8,label=Hadoop/235/consoleFull]
of HBASE-12911. Seems this test has been failing for a long time, got all the
way back to {{6534583}}, {{master~44}} and it's still failing there. I guess
tests usually fail in {{hbase-server}}, so we don't often get to {{hbase-rest}}
