Don't keep creating new randoms just to throw them away. Use thread local
random.
Jitter of 0.5 sounds like it's way too high. What about 25% ?
We can't just ignore the max logs setting that has been valid for a long time.
We should respect it and log a warning. Use the computation if unset.
