bq. We really need one DataStructure 'multiMapSet'.
Where else we need this [~chenheng]? KeyLocker?
I like the suggestion of taking the class out of util and down into bucketcache
package and making it package private ensuring it works well for the BC case.
We can then come back and tackle making it general later?
