Version for master.
* uses same protobuf
* passes TestReplicasClient, which failed before
* for the option on ScanRequest I need to also change the 0.98 to use the same
ordinal for the "renew" option
* I think I do not need the changes in SmallScannerCallable, since there is no
lease to renew.
Note that the master is current messed up due to HBASE-14922, so I can't get a
testrun until that is fixed.
