Summary: Tracer#toString should dump configuration detail

It should dump out configured tracers, receivers and sampler info. Currently it
does this:
1 2015-12-09 11:59:07,901 DEBUG [main] regionserver.HRegionServer: Tracer
created Tracer(Server/172.18.13.155)
Which is not helpful when trying to figure what is currently loaded when
debugging why tracing is not working.
