Here is current state of this patch.
TODO:
1. Get tracings working.
2. Review patch to ensure no extra object creation especially when tracing is
OFF
3. Work on the various trace paths through hbase to make sure they all connect
up and tell a good story.
In another issue will work on making htrace a trace sink again in htrace4
context.
