TestShell works by excluding replication related shell tests:

Can you refer to
hbase-shell//src/test/java/org/apache/hadoop/hbase/client/TestReplicationShell.java
in branch-1.1 and create TestRegionServerGroupShell.java ?
This way, we don't need to wait for restoration of TestShell.
